Working in more than one state

Being very new to the area and presently studing my Cert III I am interested in clarifing what is needed if you want to work in more than one state in Australia.  I am especially interestered if there is any special rules for those areas that are close to borders.  If I have obtained my licence in Victoria what do I need to do to obtain permission to work interstate?  Is there any movement to get an Australian PI licence rather than a state licence?
